UFSM NA ONU \u2013 CAMPANHA UN TOGETHER – 09\/01\/2018<\/strong><\/p>\n Eu sou o professor Burmann, reitor da Universidade Federal de Santa Maria \u2013 Sul do Brasil. N\u00f3s estamos muito felizes e honrados de estar aqui e de colaborar com a campanha UN Together. A Universidade Federal de Santa Maria est\u00e1 situada na cidade de Santa Maria, na parte central do estado do Rio Grande do Sul. A cidade \u00e9 localizada 290 km a oeste da capital do estado, Porto Alegre. A UFSM foi estabelecida em 1961 e \u00e9 uma Universidade governamental, orientada regionalmente, cujo principal prop\u00f3sito \u00e9 o de praticar atividades de ensino, pesquisa e extens\u00e3o. A UFSM oferece uma vasta gama de programas de gradua\u00e7\u00e3o. Al\u00e9m disso, ela tamb\u00e9m tem escolas t\u00e9cnicas que d\u00e3o a jovens estudantes a oportunidade de se formar como t\u00e9cnicos em v\u00e1rias \u00e1reas.<\/p>\n O Programa de A\u00e7\u00f5es Afirmativas para Inclus\u00e3o Racial e Social foi desenvolvido na UFSM atrav\u00e9s da Lei Interna N.011\/2007, e garante a porcentagem de vagas para os processos seletivos de entrada ao Ensino Superior para candidatos sob desvantagem social e \u00e9tnico-racial, demonstrando o papel da UFSM em a\u00e7\u00f5es afirmativas para admiss\u00e3o em Ensino Superior. A a\u00e7\u00e3o estrat\u00e9gica garante uma reserva de 50% de vagas em cada curso superior de qualquer Institui\u00e7\u00e3o de Ensino Superior para estudantes de escolas p\u00fablicas (ensino m\u00e9dio); fam\u00edlias cuja renda per capita corresponde a um sal\u00e1rio m\u00ednimo e meio, ou menos; pessoas auto-declaras pretas, pardas ou ind\u00edgenas, e pessoas portadoras de defici\u00eancia.<\/p>\n Nossa universidade est\u00e1 humanizando seus relacionamentos e pessoas.<\/p>\n O Programa de Acesso ao Ensino Superior e T\u00e9cnico para Refugiados e Imigrantes em Situa\u00e7\u00e3o de Vulnerabilidade foi iniciado na UFSM atrav\u00e9s da Lei Interna N.041\/2016. O programa tem como objetivo criar um total de 5% de vagas adicionais em cursos t\u00e9cnicos, tecnol\u00f3gicos e de gradua\u00e7\u00e3o para refugiados e imigrantes em situa\u00e7\u00e3o de vulnerabilidade, atrav\u00e9s de um processo de entrada simplificado (an\u00e1lise de documento acerca do status do refugiado\/imigrante em situa\u00e7\u00e3o vulner\u00e1vel). \u00c9 um dos programas de acesso para refugiados e imigrantes em situa\u00e7\u00e3o de vulnerabilidade mais inovadores do Brasil. Vinte e sete estudantes da UFSM foram beneficiados por esse programa at\u00e9 agora, de pa\u00edses como Afeganist\u00e3o, Costa do Marfim, Cuba, Guin\u00e9-Bissau, Haiti, Senegal, Palestina, Paquist\u00e3o, Rep\u00fablica do Congo e S\u00edria.<\/p>\n Atualmente, a UFSM tem outros 42 processos de Refugiados e Imigrantes em Situa\u00e7\u00e3o de Vulnerabilidade em progresso com a Pr\u00f3-Reitoria de Gradua\u00e7\u00e3o.<\/p>\n O Migraidh, Grupo de Pesquisa, Ensino e Extens\u00e3o Direitos Humanos e Mobilidade Humana Internacional da Universidade de Santa Maria (UFSM) come\u00e7ou suas atividades em 2013, no curso de gradua\u00e7\u00e3o de Direito, registrado com o Conselho nacional de Pesquisa do Brasil. Desde sua cria\u00e7\u00e3o, o Migraidh tem a participa\u00e7\u00e3o de professores, pesquisadores e estudantes dos cursos de gradua\u00e7\u00e3o em Direito, Rela\u00e7\u00f5es Internacionais, Ci\u00eancias Sociais e Metrado em Direito da UFSM. Contudo, o Migraidh \u00e9 um espa\u00e7o para di\u00e1logo e est\u00e1 aberto a participa\u00e7\u00e3o de todos interessados na quest\u00e3o de migra\u00e7\u00e3o e direitos humanos. Desde 2015, o Migraidh \u00e9 respons\u00e1vel pela C\u00e1tedra S\u00e9rgio Vieira de Mello da UFSM, que representa a parceria da universidade com a Ag\u00eancia de Refugiados da ONU, para a promo\u00e7\u00e3o e dissemina\u00e7\u00e3o da Lei Internacional dos Refugiados.<\/p>\n Recentemente, o Professor Roger Kain, Reitor da Escola de Estudos Avan\u00e7ados, da Universidade de Londres, disse as seguintes palavras:<\/p>\n O trabalho acad\u00eamico de Stefania Barrichello \u00e9 da mais alta qualidade e faz uma contribui\u00e7\u00e3o distinta e significativa para o campo da lei internacional dos refugiados. Seu foco na prote\u00e7\u00e3o regional de refugiados no Brasil proporciona perspectivas cruciais para estudiosos, m\u00e9dicos e decisores pol\u00edticos globais.<\/p>\n Stefania apresentou seu trabalho em in\u00fameras confer\u00eancias com convites em sequ\u00eancia para publicar artigos que ela apresentou. Ela tem um registro de publica\u00e7\u00f5es impressionante: doze artigos de jornal e cap\u00edtulos de livros, incluindo dois artigos no hist\u00f3rico Jornal Internacional de Direitos Humanos.<\/p>\n Como uma homenagem a Stefania \u2013 tanto a ela como pessoa como ao seu trabalho \u2013 a Escola de Estudos Avan\u00e7ados estabeleceu a Bolsa de Viagem Internacional Stefania Barrichello. Que busca ajudar estudantes pesquisadores que precisam conduzir sua pesquisa em pa\u00edses estrangeiros.<\/p>\n Al\u00e9m disso, a escola premiou Stefania com o grau p\u00f3stumo de PhD. Stefania era neta do fundador da UFSM.<\/p>\n Na UFSM, o Observat\u00f3rio de Direitos Humanos, ligado ao Escrit\u00f3rio do Reitor, busca promover cidadania e a cultura dos Direitos Humanos, tendo como aspectos b\u00e1sicos a universalidade, interdepend\u00eancia e indivisibilidade de direitos atrav\u00e9s da apropria\u00e7\u00e3o do conhecimento, treinamento acad\u00eamico, pesquisa, extens\u00e3o, interven\u00e7\u00e3o e articula\u00e7\u00e3o de pol\u00edticas p\u00fablicas, movimentos sociais e sociedade civil organizada, a fim de abordar algumas das express\u00f5es da quest\u00e3o social no contexto local, regional e nacional.<\/p>\n Sou muito grato aos Professores Dominique Shellar e Mark Charlton pela oportunidade de apresentar as a\u00e7\u00f5es e projetos da UFSM neste evento importante. We are very happy and honored to be here and collaborate with the UN Together campaign. The Federal University of Santa Maria is situated in the city of Santa Maria, in the central part of the state of Rio Grande do Sul. The city is located 290 Km west from the State Capital, Porto Alegre.UFSM was established in 1961 and it is a governmental, regionally oriented University which has as main purpose to perform teaching, research and extension activities.UFSM offers a large range of undergraduate and graduate programs. Besides, italsohas technical schools which provide younger students with opportunityto graduate as technicians in several areas.<\/p>\n The Program of Affirmative Actions for Racial and Social Inclusion was developed at UFSM through Internal Law N.011 \/ 2007, and it guarantees the percentage of vacancies for the selective processes of entry into Higher Education for candidates under social and ethnic-racialdisadvantage, demonstrating the role of UFSM in affirmative actions for admission to Higher Education.The strategic action guarantees a reserve of 50% of the vacancies in each major degree of any Public Higher Education Institution for students from public schools(High School); from families whose per capita income equals to 1.5 minimum wage or less than it; from self-declared black, brown or indigenous, or even disabled person.<\/p>\n Our University is humanizing its relationship and people.<\/p>\n The Program for Access to UFSM Technical and Higher Education for Refugees and Immigrants in Vulnerable Situations wasInitiated at UFSM through Internal Law N.\u00ba 041\/2016.The program aims to create a total of up to 5% of additional vacancies in technical, technological and undergraduate majors for refugees and immigrants in vulnerable situations, through a simplified entry process (documents analysis concerning the status of refugee\/immigrant in vulnerable situation).It is one of the most innovative programs of access for refugees and immigrants in vulnerability situation of Brazil.Twenty-seven UFSM students have been benefited from this program so far, from countries such as Afghanistan, Ivory Coast, Cuba, Guinea Bissau, Haiti, Senegal, Palestine, Pakistan, Republic of Congo and Syria.<\/p>\n Currently, UFSM has other 42 processes of Refugee and Immigrants in a Vulnerability Situation in progress\/proceedings with the Pro-rectory of undergraduate studies and undergraduate majors.<\/p>\n The Migraidh, Teaching, Research, University Extension, Human Rights and International Human Mobility Group of the Federal University of Santa Maria (UFSM) started its activities in 2013, into the Undergraduate Law course, registered with the National Research Council of Brazil.Since its creation, the Migraidhhas the participation of professors, researchers and students of the Undergraduate Courses in Law, International Relations, Social Sciences and Master in Law at UFSM. Nonetheless, Migraidh is a space for dialogue and it is open to the participation of everyoneinterested in the issue of migration and human rights.As of 2015, Migraidh is responsible for the Sergio Vieira de Mello Chair of UFSM, which represents a university partnership with the UN Refugee Agency (UNHCR) for the promotion and dissemination of International Refugee Law.<\/p>\n Recently,Professor Roger Kain, Dean of the School of Advanced Studies, at London University have said the following words:<\/p>\n Stefania Barichello\u2019s academic work is of the highest quality and makes a distinct and significant contribution to the field of international refugee law. Her focus on regional refugee protection in Brazil provides crucial perspectives for global scholars, practitioners, and policy-makers. <\/p>\n Stefania presented her work at a number of conferences with follow-up invitations to publish the papers she presented. She has an impressive publication record: \u2013 twelve journal articles and book chapters \u2013 including two papers in the landmark International Journal of Human Rights.<\/p>\n As a tribute to Stefania \u2013 both to her as a person and to her work \u2013 the School of Advanced Study has established the Stefania BarichelloInternational Travel Bursary. It aims to assist research students who need to carry out a period of research overseas.<\/p>\n Besides, the School awarded the PhD posthumous degree to Stephania. Stephania was UFSM founder Rector\u2019s granddaughter.<\/p>\n At UFSM the human rights observatory, linked to the Office of the Rector, aims to promote citizenship and the culture of Human Rights, having as basic aspects the universality, interdependence and indivisibility of rights through the appropriation of knowledge, academic training, research, extension, intervention and articulation with public policies, social movements and organized civil society in order to tackle some of the expressions of the social question into the local, regional and national context.<\/p>\n I am very grateful to Professors Dominique Shellar and Mark Charlton for the opportunity to present the actions and projects of UFSM in this importantevent.
