Programa Humanitário - Refugiados Palestinos
A Universidade Federal de Santa Maria (UFSM), por meio do Observatório de Direitos Humanos (ODH) e em parceria com o Grupo de Pesquisa e Extensão Direitos Humanos e Mobilidade Humana Internacional (Migraidh/Cátedra Sérgio Vieira de Mello), lança a Chamada Pública do Programa Humanitário – Refugiados Palestinos. A iniciativa conta com o apoio das Pró-Reitorias de Pós-Graduação e Pesquisa (PRPGP), Gestão de Pessoas (PROGEP), Graduação (PROGRAD) e Assuntos Estudantis (PRAE), assim como da Diretoria de Relações Internacionais (DRI).
O programa tem como objetivo acolher refugiados palestinos, fortalecendo as relações acadêmicas entre esses sujeitos e a UFSM. Serão ofertadas 10 vagas para ingresso em cursos de graduação e 3 vagas para professor visitante.
A proposta busca oferecer educação, solidariedade e oportunidades como formas de transformação social, valorizando os conhecimentos e experiências trazidos pelos refugiados e promovendo o fortalecimento de suas vozes em novos contextos.
Humanitarian Program – Palestinian Refugees
The Federal University of Santa Maria (UFSM), through the Human Rights Observatory (ODH) and in partnership with the Research and Outreach Group on Human Rights and International Human Mobility (Migraidh/Sérgio Vieira de Mello Chair), is launching the Public Call for the Humanitarian Program – Palestinian Refugees. The initiative is supported by the Offices of Graduate Studies and Research (PRPGP), Human Resources Management (PROGEP), Undergraduate Studies (PROGRAD), and Student Affairs (PRAE), as well as the Office of International Affairs (DRI).
The program aims to welcome Palestinian refugees and strengthen academic relations between these individuals and UFSM. It will offer 10 openings for undergraduate courses and 3 positions for visiting professors.
The proposal seeks to provide education, solidarity, and opportunities as forms of social transformation, valuing the knowledge and experiences brought by refugees and promoting the amplification of their voices in new contexts.

ويسعى الاقتراح إلى توفير التعليم والتضامن والفرص كأشكال من التحول الاجتماعي، وتقدير المعرفة والخبرات التي يجلبها اللاجئون وتعزيز تعزيز أصواتهم في سياقات جديدة.

Resposta: Ser pessoa de origem palestina (incluídas pessoas apátridas oriundas dos Territórios Palestinos) e estar sob proteção internacional no Brasil ou em processo de obtê-la (comprovando pelos documentos indicados no item 6 da Chamada Humanitária – Refugiados Palestinos) e em demais documentos do edital 093/2025 – Processo Seletivo para ingresso de refugiados e imigrantes em situação de vulnerabilidade UFSM 2026
Estou em um país terceiro (ex.: Egito), sem residência regular. Posso me inscrever?
Resposta: Sim. A inscrição é on-line, e o local onde a pessoa palestina se encontra no momento (Gaza, Egito ou outro país) não impede a candidatura, desde que atenda aos critérios do edital. A eventual emissão de visto para o Brasil ocorre apenas após a seleção, com orientações específicas.
Posso trazer cônjuge e filhos comigo?
Resposta: A candidatura e a seleção são individuais. A possibilidade de vistos para dependentes segue a legislação migratória brasileira e não é automática. Custos e apoio a dependentes só se aplicam se estiverem previstos no edital. Caso haja previsão, as instruções serão enviadas após a seleção.
Perdi documentos (diploma, histórico) por causa da guerra. Ainda posso concorrer?
Resposta: Sim. Envie tudo o que tiver disponível (cópias digitais, certificados parciais) e acrescente uma declaração simples explicando a perda/indisponibilidade de documentos. Caso seja selecionada(o), serão dadas orientações para regularização, segunda via e/ou tradução/legalização quando possível.
Estou em Gaza e tenho dificuldade técnica para anexar documentos ou acessar sistemas. O que fazer?
Resposta: Conclua a inscrição com o que for possível dentro do prazo e descreva a dificuldade no campo apropriado (se houver). Persistindo o problema, escreva para o canal oficial informando nome completo, e-mail e uma descrição objetiva do erro para registrarmos e orientarmos alternativas: edital.palestina@ufsm.br

Somos um casal e queremos nos candidatar. Podemos aplicar juntos?
Resposta: Sim, ambos podem se candidatar, mas a avaliação é individual. Não há garantia de seleção conjunta. Caso ambos sejam selecionados, a coordenação buscará orientar o acolhimento considerando a situação familiar, dentro dos limites institucionais.
Recebi informação sobre outra Universidade também ligada ao ACNUR. São todas interligadas, ou seja, se eu participar de uma estou participando de todas?

Quais são os benefícios de assistência estudantil que os selecionados pelo edital de acesso à Educação Superior na UFSM para Refugiados Palestinos vão ter?
Resposta: Os alunos aprovados neste edital poderão concorrer ao edital do Programa de Benefício Socioeconômico (PBSE), após seu ingresso à Universidade. O PBSE permite ao estudante contemplado, Gratuidade nas refeições (café da manhã, almoço e jantar) nos Restaurantes Universitários da UFSM; Participação nos editais dos processos seletivos para ingresso no Programa de Moradia Estudantil da UFSM; Participação nos editais dos processos seletivos para o Auxílio Transporte; Participação nos editais dos processos seletivos para o Auxílio Material Pedagógico; Acesso ao atendimento odontológico disponível para estudantes do campus de Santa Maria; Acesso à atendimento em Saúde Primária aos moradores da Casa do Estudante; Participação em demais editais referentes à auxílios proporcionados a partir da Política Nacional de Assistência Estudantil. Enquanto aguardam as análises de suas solicitações de ingresso no PBSE, os alunos matriculados na UFSM terão pronto acesso à gratuidade nas refeições e alojamento provisório.
Que órgãos da UFSM vão assessorar os alunos que ingressarem na instituição?
Resposta: A Assistência estudantil fica a cargo da Pró-reitoria de Assuntos Estudantis (PRAE), que é responsável pelo Restaurante Universitário, Moradia Estudantil e outras iniciativas que atuam na permanência dos estudantes. O acolhimento aos estudantes aprovados no edital será realizado pela DRI (Diretoria de Relações Internacionais), órgão suplementar responsável por planejar, coordenar e implementar as políticas de internacionalização da UFSM. Em caso de necessidade, o Grupo MIGRAIDH (Direitos Humanos e Mobilidade Humana Internacional)/ Cátedra Sérgio Vieira de Mello, pode prestar assessoria jurídico-documental, em conjunto com iniciativas de educação e capacitação. E o Observatório de Direitos Humanos irá fornecer uma bolsa de incentivo à extensão durante os primeiros 12 meses de matrícula dos estudantes para que atuem nas ações de extensão fomentadas pelo ODH.

I am in a third country (e.g., Egypt) without legal residence. Can I apply?
Answer: Yes. Application is online, and the location of the Palestinian applicant (Gaza, Egypt, or another country) does not preclude application, as long as they meet the criteria in the public notice. A visa for Brazil may only be issued after selection, with specific instructions.
Can I bring my spouse and children with me?
Answer: Application and selection are individual. The possibility of visas for dependents follows Brazilian immigration law and is not automatic. Costs and support for dependents only apply if they are covered by the public notice. If so, instructions will be sent after selection.
I lost documents (diploma, transcript) due to the war. Can I still apply?
Answer: Yes. Submit everything you have available (digital copies, partial certificates) and add a simple statement explaining the loss/unavailability of documents. If selected, you will be provided with instructions for regularization, duplicate copies, and/or translation/legalization, if possible.
I am in Gaza and am having technical difficulties attaching documents or accessing systems. What should I do?
Answer: Complete your application within the deadline and describe the difficulty in the appropriate field (if applicable). Answer: Yes, both can apply, but the evaluation is individual. There is no guarantee of joint selection. If both are selected, the coordinator will seek to guide the placement, considering the family situation, within institutional limits.
I received information about another university also affiliated with UNHCR. Are they all interconnected, meaning if I apply to one, I’m also participating in all of them?

What are the student assistance benefits available to those selected through the UFSM Higher Education Admissions for Palestinian Refugees program?
Answer: Students approved under this program will be able to apply for the Socioeconomic Benefit Program (PBSE) after their admission to the University. The PBSE program entitles the selected student to: Free meals (breakfast, lunch, and dinner) at UFSM University Restaurants; Participation in the selection processes for the UFSM Student Housing Program; Participation in the selection processes for the Transportation Assistance Program; Participation in the selection processes for the Teaching Material Assistance Program; Access to dental care available to students on the Santa Maria campus; Access to primary healthcare for residents of the Student House; Participation in other calls for applications related to assistance provided under the National Student Assistance Policy. While awaiting review of their PBSE admissions applications, students enrolled at UFSM will have immediate access to free meals and temporary housing.
Which UFSM departments will assist incoming students?
Answer: Student Assistance is provided by the Provost’s Office of Student Affairs (PRAE), which is responsible for the University Restaurant, Student Housing, and other initiatives that support student retention. Students approved for admission will be welcomed by the DRI (Directorate of International Relations), the additional department responsible for planning, coordinating, and implementing UFSM’s internationalization policies. If necessary, the MIGRAIDH Group (Human Rights and International Human Mobility)/Sérgio Vieira de Mello Chair can provide legal and documentary assistance, along with educational and training initiatives. The Human Rights Observatory will provide an extension grant during the first 12 months of enrollment for students to participate in extension activities supported by the Human Rights Observatory.
